Energy Audits & Retro-Commissioning (Local Law 87)
Buildings over 50,000 sq ft must file an Energy Efficiency Report — an ASHRAE Level II audit plus retro-commissioning — once every ten years, in the year matching their tax block’s last digit.

Buildings over 50,000 sq ft, or multiple buildings on one lot totaling over 100,000 sq ft.

What it costs to miss
Penalties start at $3,000 for the first year of non-compliance and continue growing each year the EER remains unfiled.
Plan two years out
A proper LL87 package is slow: an ASHRAE Level II energy audit, then retro-commissioning (testing that base building systems actually run as designed), then a professional engineer certifies the EER. Firms book up in heavy audit years — buildings that start in January of their due year routinely miss December 31.
Your audit year is fixed by the tax block, so it never moves. Look it up once, put it on the calendar for a decade.
